NOTICE OF VACANCIES IN OFFICE AND CANDIDATE FILING
The candidate filing period for the following Borough offices is MONDAY, JULY 15 THROUGH FRIDAY, JULY 26, 2013, at the Borough Clerk's Office:
- Assembly District 1 (three year term ending October 2016)
- Assembly District 2 (three year term ending October 2016)
- School Board, Seat C (three year term ending October 2016)
- School Board, Seat F (three year term ending October 2016)
- School Board, Seat G (three year term ending October 2016)
Candidate Qualifications: Any person is eligible for Borough office if the person is a qualified voter of the Borough and meets State and Borough requirements for the office. Candidates for Assembly seats shall reside in the Borough and in the Assembly District for which they file and meet the requirements of MSB 2.12.030. Any Borough resident is eligible to run for a seat on the School Board. Candidates shall provide proof that they are eligible, or shall be eligible by the date of the election, to be recognized as a candidate for any election.
Candidate Declarations: Declarations of candidacy and other candidate filing forms shall be filed during the candidate filing period, beginning at 8 a.m. on Monday, July 15, 2013, through 5 p.m. on Friday, July 26, 2013, at the Borough Clerk's Office, located at 350 E. Dahlia Avenue, Palmer, Alaska. Candidate filing packets will be available for distribution prior to the filing period.

The Matanuska-Susitna Borough Clerk's Office is responsible for planning and administering Borough elections. Regular elections are held annually on the first Tuesday in October. Special elections and mayoral run-off elecions may be scheduled in accordance with Borough code.

REMEMBER TO VOTE!
Absentee By-Mail Voting
Registered voters of the Borough may apply annually to have a ballot mailed to them. A ballot and voting instructions will be mailed approximately two weeks prior to the election in which you seek to vote by-mail.
Absentee In-Person Voting
Residents of the Borough may vote at any of the following absentee voting locations - please note, hours of operation vary at each location:
Division of Elections - Mat-Su Office 1700 E. Bogard Rd. (North Fork Professional Bldg. B, Suite 102), Wasilla September 16, 2013 – September 30, 2013 Monday – Friday (9 a.m. to 8 p.m.) Saturday (10 a.m. to 4 p.m.) Sunday - Closed *All ballot types are available at this location.
Borough Building (Dorothy Swanda Jones Building) 350 E. Dahlia Avenue, Palmer September 16, 2013 – October 1, 2013 Monday – Friday (8 a.m. to 5 p.m.) Saturday and Sunday - Closed *All ballot types are available at this location, except that city ballots (Houston, Palmer and Wasilla) will not be available on Election Day, October 1, 2013.
Absentee in-person voting will also take place September 16, 2013 – September 30, 2013, during established business hours at City Hall in the cities of Houston, Palmer, and Wasilla, as well as the Talkeetna and Trapper Creek Public Libraries. Ballot types are limited and specific to the community in which the ballot is cast.
Poll Voting
Borough residents may vote at their designated polling location on Election Day (October 1). The polls are open from 7 a.m. to 8 p.m. To find your polling location, visit the Alaska State Division of Elections online or contact the Borough Clerk's Office at 907-745-9683 or the Alaska State Division of Elections at 1-888-383-8683 (toll free).
If your name does not appear on the precinct register, you do not have identification, you choose to vote outside of your precinct on Election Day, or your qualifications to vote have been questioned, you must vote a Questioned Ballot. Before receiving a ballot, you must complete a questioned ballot envelope. The information you provide on the outside of the ballot envelope will be used to determine your voting eligibility and to update your voter registration record with the Alaska State Division of Elections. If for any reason your questioned ballot is not counted, you will be notified in writing.
Special Needs Voting
A voter with a disability who, because of that disability, is unable to go to their polling may assign a personal representative to pick up and deliver a ballot and voting instructions.

Voter Registration Information
The deadline for registering to vote in the October 1, 2013, regular election is Sunday, September 1, 2013.
You must be registered to vote at least 30 calendar days prior to any election or your vote in that election will not be counted. The deadline for registering to vote in the October 1, 2013, regular election is Sunday, September 1, 2013.
MSB 25.10.005 Voter Qualification.
(A) A person may vote in a borough election only if the person:
(1) is qualified to vote in state elections under AS 15.05.010;
(2) has been a resident of the borough for 30 days immediately preceding the election;
(3) is registered to vote in state elections at a residence address within the borough at least 30 days before the borough election at which the person seeks to vote; and
(4) is not disqualified under Article V of the state constitution.
If you need to register to vote or update your voter registration record, you must complete a Voter Registration Application. You may complete an application online or you may print an application.
Voter registration applications are available at any State Division of Elections office, State Division of Motor Vehicles, or through a voter registration agency to include the Borough Clerk's Office or the municipal Clerk's Office in the cities of Houston, Palmer, and Wasilla.
