Project Scope:
The Goose Creek Correctional Center is a new, $240 million, 1,536 bed medium-security correctional center for long-term male felony offenders. The new facility will be constructed on a 330-acre tract located at the intersection of Point MacKenzie Road and Alsop Road, approximately nine miles from Port MacKenzie. The project is a joint effort between the Matanuska-Susitna Borough and the State of Alaska Department of Corrections.
This is one of the largest vertical construction projects that's ever taken place in Alaska. It's like building an entire university campus at once.

Goose Creek Correctional Center will include 430,000 SF of buildings on a 135-acre cleared compound. The compound will have five separate buildings; the two largest buildings will be general housing units and a program supports building. Neeser Construction, Inc. was selected as the Design-Build team, and the project is currently in the Design Development process.
Project Update:
Construction Progress: Neeser Construction Inc. (NCI) is 98% complete, on budget and ahead of schedule. Four of the five major buildings in the complex; Support/Visitation, Outside Administration, Warehouse and Vehicle Maintenance have only final punch work and commissioning remaining. NCI’s major efforts are focused on site work and completion of the General Housing building. Turnover to DOC is anticipated by September 2011.

General Housing: General Housing has 5 major housing units and a recreation area: H1 and H2 – NCI is completing final punch list items and continuing functional testing for fire alarm, mechanical and electrical systems. H3 – NCI is completing final punch list items. Recreation Area – Electrical and mechanical finish work is nearly complete. Security screen installation is in progress. H4 – Mechanical, plumbing, electrical, security, fire and sprinkler finishes were completed and initial punch list inspections conducted. NCI began correcting punch list items. H5 – Painting and the majority of the cell furniture installation was completed. Mechanical and electrical rough-in was completed and finish work is nearly done.
- Sitework: Installation of perimeter fence razor wire continued. Installation of the shaker security system was completed. Topsoil and hydro-seed was applied along the east side of the site and areas inside the perimeter fence. The drive and walkways east of General Housing, the employee parking and drives south of the Outside Administration building were paved. Topsoil was staged across the site and planted areas watered regularly. Field House work progressed with interior painting and finish trim work for electrical and mechanical. Steel erection for the Recycle Center was completed. The structure was painted and the baler enclosure framed. Electrical rough-in and finish trim are progressing.
Crew Sizes: The daily average NCI construction crew count was 120, down approximately 20% from June. The reduction reflects decreased work areas in the five main buildings and the site exterior.
Infrastructure/Transition: The Radio meetings continue in preparation for the antenna system installation. A preliminary installation was started in OA. Initial Owner telephone system materials were installed in the OA building. DOC staff continued to receive operations and maintenance training on a number of systems. The solicitation package for staff and corrections furniture procurement was published with proposals due August 1st. DOC staff are beginning procurement of FF&E items that will be needed in the first year of operations.
Water/Wastewater Facility Infrastructure Project Update: Valley Utilities LLC is designing, constructing and partially financing the Water/Wastewater Facility. Final Approval to Operate the water segments of the project (well field, pipeline, water plant) was received from ADEC. The installation of GE MBR cassettes, process equipment, pumps, piping and the initial clean water start-up was completed. The SCADA system was activated. The fire alarm and sprinkler systems were tested and certified. The buildings were cleaned, inspections for Certificate of Substantial Completion were performed and a Certificate of Substantial Completion was issued by Valley Utilities. Remaining work is associated with punch list items, contract closeout, final start-up of the wastewater treatment plant and ADEC Final Approval to Operate the WW plant after acceptable quantity and quality of effluent is received from the GCCC. Construction is approximately 99% complete.
