The Matanuska-Susitna Borough Planning Director will conduct a public hearing concerning the following application for an administrative permit on Thursday, May 6, 2021, at 9:00 a.m. in the Borough Assembly Chambers located at 350 E. Dahlia Avenue in Palmer. This may be the only presentation of this item before the Planning Director and you are invited to attend.

An application for an Administrative Permit for earth materials extraction has been submitted by Tim Deland of Bayview Partners, LLC. The Administrative Permit would allow for the removal of approximately 107,000 cubic yards through 2022.  According to the request, the result of the extraction will leave the property flat and usable for development. The site is located at 4786 S. Glenn Highway (Tax ID #17N01E23B003); within Township 17 North, Range 1 East, Section 23, Seward Meridian.

The public may provide verbal testimony in person at the meeting or telephonically by calling 1-855-290-3803.  You will hear “Joining conference” when you are admitted to the meeting. You will be automatically muted and able to listen to the meeting. When the Chair announces audience participation or a public hearing you would like to speak to, press *3; you will hear, “Your hand has been raised.”  When it is your turn to testify, you will hear, “Your line has been unmuted.” State your name for the record, spell your last name, and provide your testimony.  You have 3 minutes to state your concerns & comments.  This is not a question and answer session.  This is only for stating your concerns and comments. You need JavaScript enabled to view it..  In order to be eligible to file an appeal from a decision of the Planning Director, a person must be designated an "interested party."  See MSB 15.39.010 for definition of "interested party."  The procedures governing appeals to the Board of Adjustment and Appeals are contained in MSB 15.39, which is available on the Borough home page:, in the Borough Clerk's office, or at various libraries within the borough.

Written comments are due on or before May 3, 2021 and will be included in the Staff Report to the Planning and Land Use Director.  Please be advised that comments received from the public after that date will not be included in the staff report, but will be provided to the Director at the meeting.
