UPDATED JANUARY 7, 2022: EXTENSTION OF PUBLIC NOTICE PERIOD

NOTICE OF PROPERTY ASSESSED CLEAN ENERGY PROGRAM REPORT (PACE Report) AND BOROUGH ASSEMBLY PUBLIC HEARING

On October 19, 2021, the Matanuska-Susitna Borough adopted Resolution No. 21-076, a resolution of intent establishing that financing of energy improvement projects through assessments serves a valid public purpose. The Property Assessed Clean Energy Program (PACE Program), which was established in 2017 through HB80, gives property owners access to long term, low interest financing for energy efficiency upgrades to their commercial properties. In the C-PACE financial structure, private capital providers provide financing for up to 100% of all hard and soft costs associated with eligible energy efficiency improvements made to eligible property. Financing is repaid as an assessment by the property owner over the full useful life of the improvements, typically fifteen years or longer.

As part of the statutory requirement for establishing this program in Alaska, public notice must be provided to notify borough residents of the PACE Report and the public hearing for the non-codified ordinance establishing the PACE Program.

The Matanuska-Susitna Borough Assembly will hold a public hearing on the following legislation at its regular meeting of February 15, 2022.  The public hearing will be held in the Assembly Chambers of the Dorothy Swanda Jones (DSJ) Building, at 350 E. Dahlia Ave. in Palmer, Ak 99645. The Assembly meeting will begin at 6 p.m. The agenda for this meeting has not yet been published, but will be found on the MSB Assembly webpage: https://matanuska.legistar.com/Calendar.aspx

Ordinance No. 22-008, an ordinance approving a report setting forth the terms and conditions of the Matanuska-Susitna Borough’s municipal Property Assessed Clean Energy Program; and related matters (PACE Program) will be introduced at the February 1, 2022 meeting.

How to Testify at the Public Hearing: The Assembly receives public comments during Audience Participation, as well as public testimony on all open public hearings items. Participation can be in-person at the DSJ building in Palmer, online via Microsoft Teams, or phone-in. The Teams meeting information and phone number will be made available in the Agenda.
