Proposal Description: The Matanuska-Susitna Borough (MSB) is requesting proposals from qualified firms for long range planning services for the Central Landfill (CLF), located in Palmer, Alaska. The scope of work includes developing an updated Landfill Development Plan, including a Leachate Management Plan and a new Landfill Gas (LFG) Management Plan. MSB intends to evaluate various future landfill operations and capital projects. These include plans and costs associated with opening, operating and closing municipal solid waste (MSW) and construction and demolition debris (C&D) cells, as well as a LFG capture system with associated infrastructure.
