LAND USE PERMITS for seasonal campsites along the Deshka River are available from the Matanuska-Susitna Borough’s Land & Resource Management Division. Applications will be accepted beginning Friday, May 17, 2025 at 8:00 a.m., and will be processed on a first-come, first-serve basis. The land use permits allow seasonal use of borough-owned land to commercial and non-commercial users throughout the summer months.

The Matanuska-Susitna Borough is soliciting applications from non-profit agencies for the FY2026 Mat-Su Human Services Community Matching Grant Program (MSHSCMG). The application period opens at 8 a.m. on Monday, May 12, 2025, and closes at 4:30 p.m. Friday, June 13, 2025. Applicants may request up to $50,000 per agency.

Technical assistance sessions will be held Wednesday, May 14, 2025, and Wednesday May 28, 2025, at 10 a.m. to guide potential applicants through the Amplifund registration and application process. The Matanuska-Susitna Borough (Borough) Land & Resource Management Division has received a request from the Matanuska Electric Association (MEA) for a public utility easement on Borough-owned land. The property is located between milepost 59 and milepost 60 of the Parks Highway (tax account 18N03W20B001). Currently there is an existing utility easement and powerline on the property. MEA needs to relocate a power pole to a new location. Alaska Oil & Gas Conversation Commission has an orphan well plugging and abandonment project in the right-of-way adjacent to the Borough property. The existing power pole is too close to the wells and needs to be moved. This property was acquired by the Borough for the Port MacKenzie Rail Extension.

Re: Rights of Way Opening – Core Area with Big Lake RSA to remain Closed

The Rights of Way in the Matanuska-Susitna Borough (MSB) will open to normal construction as of 7:00 am on May 5, 2025 for the core area, with Big Lake RSA and northern areas to remain closed. The core area is described as extending to the Little Susitna Bridge on the Parks Highway and the Granite Creek Bridge on the Glenn Highway. The Big Lake RSA and the northern portions of the Borough will remain closed until a later date.

Be smart about the ground frost levels. If the area is shaded or insulated with overburden, it may contain frozen dirt and gravel. Do not place frozen material back in the hole; replace it with a similar type of unfrozen material and compact it to 95% or greater.
Roadways in the core area may still be pumping water. Weight restrictions were still in place on the roads in the core area listed below at the time of this letter. Please check the Websites listed below for additional up-to-date information on weight restrictions.
Effective April 30, 2025, at 8:00 a.m. the following Borough maintained roads are restricted to the following:

The roads north of this core area and the Big Lake RSA area remain closed.
If service calls are needed in these areas, please use light-duty trucks only, not heavy work trucks or trucks with heavy equipment. We rely on you to help manage the MSB’s maintenance costs by being aware of the conditions of our roads and keeping the cost of our maintenance low. If individual roads are soft or pumping water, please turn around and delay the work until the roadways firm up. It is recommended that lighter-weight vehicles be used to scope out roadways first.

DECISION UPDATE: On May 15, 2025, the Planning Director held a public hearing related to this request. After reviewing all information and comments related to this request the Director approved the Administrative Permit (#10305) with twenty-three conditions. In accordance with MSB 15.39, an appeal of this decision may be filed within twenty-one (21) calendar days from the date of the approval by the Planning Director. Appeals are filed with the Borough Clerk's office.
Emerson Krueger, on behalf of the Matanuska-Susitna Borough Land and Resource Development Division, applied for an Administrative Permit under MSB 17.30 – Earth Materials Extraction. The Administrative Permit would allow for the removal of approximately 90,000 cubic yards of gravel through 2027. The site is located on the east side of the Parks Highway at Milepost 128, Tax ID #28N05W19D001; within Township 28 North, Range 5 West, Section 19, Seward Meridian. The Matanuska-Susitna Borough Planning Director will conduct a public hearing concerning the administrative permit application for the proposed earth material extraction activity on Thursday, May 15, 2025, at 9:00 a.m. in the Borough Assembly Chambers located at 350 E. Dahlia Avenue in Palmer. This may be the only presentation of this item before the Planning Director, and you are invited to attend.
