A Community Council serves as a  nonprofit, voluntary, self-governing association of residents of an area. It is recognized by assembly resolution, but is not an arm of the Borough.

The Willow Area Community Organization is the Willow Community Council.

It meets on the 1st Wednesday of each month at 7 p.m.; Carnival Planning-3rd Monday each month at the Willow Community Center.
